However, small shipowners face serious problems. The biggest is the chronic lack of berths and slow infrastructure, especially due to the delay in the reconstruction of the Krilo Jesenice port, which creates administrative and business uncertainty for many of them.  <\/p>\n\n<p>We spoke to Ivan Mladin, president of the Croatian Association of Private Boat Owners (HUPB), about the difficult planning of the upcoming season. It is the oldest and largest association that brings together private tourist boat owners specializing in multi-day cruises along the Croatian coast. Mladin emphasized that the jobs of thousands of people are in uncertainty because they are not sure where the boats will be moored, neither in the middle of the season nor out of it.  <\/p>\n\n<h3 class=\"wp-block-heading\">What makes Croatian nautical industry competitive compared to other Mediterranean countries? Where are we already starting to fall behind? <\/h3>\n\n<p>Croatia is today one of the most recognizable nautical destinations in the Mediterranean. We have an exceptionally indented coastline, more than a thousand islands, safe navigation and a strong tradition of life by the sea. At the world&#8217;s largest nautical fairs, such as the one in D\u00fcsseldorf, we present ourselves as a country with a modern and high-quality fleet and an authentic experience of the sea. This image is largely created by small domestic shipowners. Our ships sail under the Croatian flag, we employ Croatian seafarers, we build and maintain ships in domestic shipyards, and we supply ourselves in Croatian ports.    <\/p>\n\n<p>In other words, the value we create stays in Croatia. On the other hand, we are already seriously lagging behind in basic infrastructure. Port capacities are not keeping up with the growth of nautical tourism, and the increase in the number of berths, especially in the Split area, is happening too slowly. The reconstruction of the port of Krilo Jesenice, which is the home port of most of our ships, has been announced as a strategic project. The building permit exists, but the works have not yet started. At the same time, works in the port of Split are already ongoing and directly limit our daily work. If this imbalance between the strength of the offer and the weakness of the infrastructure is not systematically addressed, Croatia will lose track of other Mediterranean destinations.      <\/p>\n\n<h3 class=\"wp-block-heading\">What does the lack of connections look like in practice? Does this mean fewer guests and higher costs? <\/h3>\n\n<p>In practice, the lack of berths means that we live in uncertainty from day to day. We do not know where the ships will be moored, either in the middle of the season or out of it. In the summer, when we should be dealing exclusively with guests and the quality of service, we deal with logistics. In the winter, the lack of berths means that the ship does not have an adequate place for wintering and maintenance. This makes regular work on the ship more difficult, extends service deadlines and often increases costs. We have to organize maintenance at multiple locations, instead of at one organized winter berth. All of this directly increases the cost of doing business. We are forced to look for alternative, more distant or more expensive berths, we consume more fuel, organize additional transfers of guests and crew and waste valuable time. In the long run, such a situation benefits destinations that have better organized and planned ports. A guest who has experienced \u201cberth chaos\u201d once will easily go somewhere next year where everything is simpler and more predictable.         <\/p>\n\n<h3 class=\"wp-block-heading\">How difficult is it to plan the season today when you don&#8217;t know if you will have a place to moor your boat?<\/h3>\n\n<p>Planning a season in conditions where you don&#8217;t know where you&#8217;re going with your ship is practically an impossible mission. Shipowners negotiate arrangements up to a year in advance, cooperate with agencies and partners from all over the world, and at the same time we don&#8217;t have a clear answer to the basic question &#8211; where we will embark and disembark guests during the season. In addition to all this, we also have regulatory uncertainty. We have been waiting for months for concrete decisions and the implementation of the already announced amendments to the Regulations on Maritime Navigation Safety. The public debate on these amendments ended half a year ago, but they have not yet entered into force. In such circumstances, long-term planning of investments, employment or fleet expansion comes down to bargaining, not responsible management. This is unacceptable for a sector that invests tens of millions of euros in ships and employs almost three thousand people.      <\/p>\n\n<h3 class=\"wp-block-heading\">Are some shipping companies giving up on buying new ships or hiring people precisely because of this uncertainty? Do you have any concrete figures on how this will affect business? <\/h3>\n\n<p>When your basic working conditions are questionable, every shipowner must think carefully about whether to make new investments. We are talking about modern and luxurious mini-cruisers and yachts, the average value of which is between three and four million euros per ship. The total value of our fleet exceeds half a billion euros. These are not decisions that are made lightly. In 2024, HUPB members achieved a total turnover of 369.4 million euros and paid 67.7 million euros in taxes and contributions. We employ around three thousand people, and most of our companies are family businesses that do not extract profits, but reinvest them in the modernization of the fleet. Every missed investment in a new ship or new job means lost growth potential, not only for the shipowner, but also for the state budget and local communities.       <\/p>\n\n<h3 class=\"wp-block-heading\">Why is the port of Krilo Jesenice important for shipowners and what does the fact that the reconstruction is constantly being postponed mean for them?<\/h3>\n\n<p>Krilo Jesenice is the center of our business. Most Croatian tourist ships come from this area, and the port of Krilo is our home port, a place for wintering, maintenance and departure for the season. We welcome the fact that the Port Authority of Split-Dalmatia County has obtained a building permit for reconstruction. The problem is that the works have not yet started, and there is no clear plan for how the berths will be organized in the meantime. At the same time, the port of Bajnice Jesenice has already been converted into a port open to public traffic, but the municipal spatial plans have not yet been harmonized. For shipowners, this means living in a gap between paper and reality. Decisions exist, but nothing changes on the ground. Each new postponement further increases uncertainty and makes planning the season more difficult.       <\/p>\n\n<h3 class=\"wp-block-heading\">What will happen to shipping companies&#8217; business during the works in Split? Where will guests board and how much will this increase the cost of the business? <\/h3>\n\n<p>The reconstruction of St. Peter&#8217;s pier in Split is a project that will bring benefits in the long term, but in the short term it poses serious challenges for our business. It is one of the key points for embarking and disembarking guests. During the two-year work, shipowners are practically losing the possibility of mooring in the city port. However, we must emphasize here that in December, we received an official letter from the Director of the Port Authority of Split-Dalmatia County, Domagoj Maroevi\u0107, in which we were allowed to use additional waterfront space in the ports of Trogir, Ka\u0161tel Stari, Omi\u0161 and Makarska, as well as parts of the West Coast in the Port of Split. This is certainly not negligible, but it is not enough, and the season is just around the corner. If there are no clearly defined alternative solutions, shipowners will have to organize boarding at more distant locations. This means more transfers for guests, more logistics, higher fuel and crew costs, and more frequent ship relocations. All of this makes every arrangement more expensive, while at the same time disrupting the experience of the guest who paid for a premium product and expects a simple and well-organized arrival on the ship.       <\/p>\n\n<h3 class=\"wp-block-heading\">Could this situation already affect revenue this season?<\/h3>\n\n<p>It can and, unfortunately, it very likely will. It is already clear that the 2026 season will not be easy. Reconstruction in Split is already underway, Krilo has not yet started, and alternative berths have not been systematically secured. Given that 95 percent of our guests come from abroad and that we are talking about a sector that generates hundreds of millions of euros in turnover annually, any disruption in the logistics of boarding and mooring very quickly turns into canceled or shortened arrangements. This means fewer trips, less turnover and fewer contributions paid to the budget. It is particularly important to emphasize that our arrangements are often tied to a long series of suppliers, from local restaurants and OPGs to tourist guides, carriers and suppliers. If a ship operates less, not only the shipowner suffers, but also the entire chain of local economies along the coast and on the islands.       <\/p>\n\n<h3 class=\"wp-block-heading\">What, in your opinion, should the state solve first to make things easier for shipowners?<\/h3>\n\n<p>First of all, it should be clearly stated that small private shipping companies are a strategically important part of Croatian tourism and economy. Once we accept this, the priorities are clear. First, the reconstruction of the Krilo Jesenice port needs to be accelerated and clearly planned. With precise deadlines and a clear model of how the berths will be organized during the works. Second, during the works in Split, it is necessary to ensure adequate alternative berths for embarking and disembarking guests, with the coordination of all competent bodies, from the Ministry to the port authorities and local governments. Third, it is necessary to accelerate the procedures for issuing permits for the construction and reconstruction of ports, regulate the issue of marine gas stations, port utility infrastructure and better connect registers and records, so that entrepreneurs know where they stand. We do not want to call anyone out, but we want to be partners with institutions and participate in working groups and jointly solve the accumulated problems. This is the only way to ensure the stable development of nautical tourism and maintain Croatia&#8217;s competitiveness on the world market.       <\/p>\n\n<p>We have already sent three letters to Minister Butkovi\u0107 requesting a meeting, but we have not yet received a response. We are only looking for dialogue and timely decisions, and we believe that our work has earned us to have our voice heard. <\/p>\n\n<h3 class=\"wp-block-heading\">How much of this sector is family-run and what does that mean for local communities along the coast?<\/h3>\n\n<p>We are talking almost exclusively about family businesses here. Most of our ships and companies are owned by families, the shipowner is also the shipowner, and family members are often part of the professional crew. We sail under the Croatian flag, the ships are designed, built and equipped in Croatia, and the profit is not extracted, but is continuously reinvested in the modernization of the fleet. For local communities, this means that the value we create returns to these places through salaries, local suppliers, services, and the budgets of municipalities and cities. Our guests sleep on the ships, but they eat in local restaurants, shop in local shops, and use the services of local guides and transporters. Small shipowners thus directly contribute to extending the season, reviving places that would be half-empty without tourism, and preserving the tradition of living by the sea in a modern but deeply rooted way.
