The tourist season on the Adriatic is in full swing, and private boat owners once again play an important role in presenting the Croatian coast<\/strong> to domestic and foreign guests. Although the season has been going without major difficulties so far, the sector is still facing a number of challenges. From the lack of berths and works in the Split city port to new regulations, which they warn could seriously jeopardize the survival of part of the fleet. We spoke with Ivan Mladin<\/strong>, president of the Croatian Association of Private Boat Owners, about the current season, the relationship with the Ministry of the Sea, navigation safety, the future of Croatian private boat owners, and plans for the home port in Dugi Rat. <\/em><\/p>\n<\/blockquote>\n\n

How would you rate the course of the season so far? Are you satisfied with occupancy and demand, and what are your expectations for the rest of the summer? <\/strong><\/p>\n\n

We are satisfied with the season. Demand is good, the boats are well-filled. We are especially pleased that we are once again achieving good results in the pre-season and post-season. This confirms that this segment of nautical tourism is sustainable and will continue to contribute significantly to the Croatian economy. <\/p>\n\n

The works at the Split city port continue to be a challenge. How did you organize the boarding of passengers and solve the problem of lack of space? <\/strong><\/p>\n\n

The works are demanding and time-consuming, but thanks to good organization and cooperation with the Port Authority and the Harbour Master’s Office, there were no serious problems. The lack of berths remains a long-standing challenge. We are certainly looking forward to returning to Split because this city is not only a place for embarking and disembarking passengers, but also one of the most attractive destinations on our itineraries. Its cultural heritage and historical core make it an important part of the overall offer of cruises in the Adriatic. <\/p>\n\n

Port Krilo<\/strong><\/h2>\n\n

What is the situation in your home port of Krilo and when do you expect its more serious development?<\/strong><\/p>\n\n

The reconstruction of the Krilo port is a priority, and just these days the Port Authority of Split-Dalmatia County has announced a tender for the execution of works on this project, which makes us particularly happy. The construction permit was issued in early 2024, and the project is worth around 35 million euros. As many as 208 ships are registered in the Dugi Rat area, which clearly shows how important the need is for a sufficient number of safe berths for summer and winter accommodation of vessels and for further development of the port infrastructure. <\/p>\n\n

You often emphasize that you want to be a partner of the state. What is the cooperation with the Ministry of the Sea, Transport and Infrastructure like today? Are they listening to the problems you warn about and is there enough dialogue? <\/strong><\/p>\n\n

Our goal is not to criticize, but to jointly seek the best solutions. We welcome examples when the Ministry has accepted proposals from the profession because we believe that it is through open dialogue that quality regulations can be passed. We have experience and we want to participate equally in the discussions that regulate our sector. Unfortunately, reactions from the relevant ministry are sometimes absent, and this is perhaps best seen in the fact that the Ministry of the Sea has not had a State Secretary for the Sea for more than a year. <\/p>\n\n

Purifiers and circular<\/strong><\/h2>\n\n

Is there any open problem?<\/strong><\/p>\n\n

HUPB is also asking the Ministry of the Sea to agree on the criteria for installing wastewater treatment plants. The Ministry of Tourism has announced a tender for co-financing the green transition, to which members of the Association want to apply in order to install treatment plants with non-refundable grants. However, it is necessary to agree on which systems the Ministry of the Sea will accept as appropriate. We support investments in marine protection, but we believe that the technical requirements must be adapted to the real conditions in which the Croatian fleet operates, which is currently not the case. <\/p>\n\n

The most attention in recent months has been drawn to the Circular published by the Ministry following an inspection by the European Maritime Safety Agency. What is the problem, and why do you believe that its implementation could endanger some of the Croatian private shipping industry? <\/strong><\/p>\n\n

We support the highest safety standards, but we believe that technical requirements that were not in force at the time of their construction cannot be retroactively imposed on existing ships. Many modifications would be technically unfeasible or financially unsustainable, directly endangering a large part of the fleet that has been regularly undergoing all the prescribed inspections for years. We have discussed this issue on several occasions and sent letters to the Ministry of the Sea and the European Maritime Safety Agency, but unfortunately, the impression is that there is a lack of understanding for this important and economically valuable segment of tourism, in the development of which the state itself has invested for years. <\/p>\n\n

Dialogue with the Ministry<\/strong><\/h2>\n\n

What do you suggest?<\/strong><\/p>\n\n

We propose a dialogue between the Ministry, the Croatian Register of Shipping and shipowners in order to find a solution that will simultaneously preserve navigation safety and enable the continuation of operations of existing ships. No one questions safety, but regulations must be enforceable and take into account the actual situation on the ground. <\/p>\n\n

After the recent tragedy at the Split Gate, the debate on maritime safety has been reopened. What measures would you support to increase safety? <\/strong><\/p>\n\n

Safety must be a shared goal for all participants. We support additional restrictions or bans on sailing in busy and demanding areas such as the Splitska Vrata, Mala Proversa, Mali \u017ddrelac and the St. Anthony Channel in front of \u0160ibenik. All rules should be clearly defined, officially published and equally applicable to all. <\/p>\n\n

What are the biggest challenges facing the sector today and what do you expect from the state so that Croatian private shipping remains competitive and continues to develop nautical tourism?<\/strong><\/p>\n\n

Our Association gathers more than half of the Croatian fleet of small tourist boats. It is a strong economic sector that extends the season, fills the state budget and employs a large number of people. We expect a stable regulatory framework, investments in ports and a permanent dialogue with the profession. We want to be a partner to the state in order to jointly preserve the fleet, which under the Croatian flag represents a unique Croatian tourist product with the potential for further growth. <\/p>\n\n
