This was learned unofficially at the &#8220;Nautical Tourism of Croatia 2030&#8221; conference, held on Tuesday at the Croatian Chamber of Economy in Zagreb. Officially, the Minister of the Sea, Transport and Infrastructure, <strong>Oleg Butkovi\u0107<\/strong>, did not specify a date but confirmed that decisions could be expected soon.  <\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;The Government will make decisions before the deadline. Preparations are in the final stage,&#8221; said Butkovi\u0107. <\/p>\n\n<h2 class=\"wp-block-heading\">The security of the rules of the game is important for investors<\/h2>\n\n<p class=\"wp-block-paragraph\">This is one of the most critical issues for the future of the Croatian nautical sector, a topic addressed during the panel discussion on the national regulatory and strategic framework. Marinas must make decisions regarding major capital investments while simultaneously needing to know the timeframe and financial conditions they can rely on. Consequently, the duration of concessions, fee calculation methods, the valuation of past investments, as well as mooring prices and Croatia\u2019s competitiveness in the Mediterranean, took center stage during the conference&#8217;s first panel, which focused on the national regulatory and strategic framework. <strong>Nina Perko<\/strong>, Director of the Maritime Directorate at the Ministry of the Sea, Transport and Infrastructure, emphasized that, for investors, the predictability of the rules of the game is of primary importance.  <\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;\u2013 Procedural predictability is the foundation for investment. Given that these are long-term investments, transparency is crucial for investors. Extra effort was required to ensure that the documents under preparation comply with European rules and competition safeguards, and to achieve\u2014through the synergy of all four bodies\u2014results that justify the adoption of such decisions. The goal is for everyone to operate under the same rules,&#8221; said Perko. One of the key issues will be how the state determines the duration and value of each individual concession. Perko explained that each case must be analyzed separately, with investments and the time required for their recoupment forming a significant part of the calculation.     <\/p>\n\n<h2 class=\"wp-block-heading\">Should Croatia build new nautical facilities?<\/h2>\n\n<p class=\"wp-block-paragraph\">&#8211; Each individual case is analyzed through a justification study. This includes new investments and return on investment, and the development of a particular destination must also be taken into account. Everything is included in the calculation of the concession fee and the value of the duration of that concession. We are about to publish a study on the evaluation of individual locations and microlocations on the Adriatic &#8211; said Perko. She emphasized that the same rules must apply to state and private marinas.    <\/p>\n\n<p class=\"wp-block-paragraph\">&#8220;ACI and all other marinas have identical contracts. ACI is not subject to any different terms. The use of maritime domain is a completely separate issue, but everyone must face the same conditions in that regard,&#8221; she said.  <\/p>\n\n<p class=\"wp-block-paragraph\">In doing so, Perko also raised the broader question of where Croatia should actually build new nautical facilities.
